Hi , I would like to know whether i am eligible for h1 B cap exemption for the below scenairo

I had H1b with valid stamp in the year of 2015 and i worked 15 months in USA and came back to India after that my employer is revoked the petition 2016 august
and visa also exipred in aug 2018.

Please let me know.. whether i am eligible for h1 B cap exemption and if yes how long it is valid h1b or i have to go for fresh H1B
